商務(wù)部關(guān)于開展2005年全國(guó)散裝水泥宣傳周活動(dòng)的通知
Circular on Development of 2005 National Bulk Cement Publicity Week
各省、自治區(qū)、直轄市散裝水泥辦公室:
Bulk cement offices of all provinces, autonomous regions and municipalities:
為深入貫徹黨中央、國(guó)務(wù)院提出的發(fā)展循環(huán)經(jīng)濟(jì),實(shí)現(xiàn)社會(huì)經(jīng)濟(jì)可持續(xù)發(fā)展的戰(zhàn)略思想,根據(jù)有關(guān)部門關(guān)于節(jié)約能源活動(dòng)的部署,經(jīng)研究,定于6月份開展2005年全國(guó)散裝水泥宣傳周活動(dòng)。有關(guān)事項(xiàng)通知如下:
For the purpose of implementing strategic thinking of the Party Central Committee and the State Council on developing circulating economy and realizing the sustainable development of social economy, National Bulk Cement Offices decides to carry out 2005 national bulk cement publicity week in June 2005 in accordance with relevant sectors’ deployment on energy-saving activity. Relevant matters are now notified as follows:
一、宣傳周主題。發(fā)展散裝水泥,建設(shè)資源節(jié)約型和生態(tài)保護(hù)型社會(huì)。
Theme of the Publicity Week: develop bulk cement and construct a society of energy saving and ecological environment preservation.
二、宣傳周時(shí)間。6月12日至18日,與全國(guó)節(jié)能宣傳周同時(shí)進(jìn)行。
Time of the Publicity Week: from Jun 12, 2005 to Jun 18, 2005, which is the same with National Energy-saving Publicity Week.
三、宣傳周重點(diǎn)。宣傳周期間,要重點(diǎn)宣傳目前我國(guó)社會(huì)經(jīng)濟(jì)發(fā)展面臨的資源形勢(shì),宣傳發(fā)展散裝水泥對(duì)節(jié)約資源、保護(hù)環(huán)境,建設(shè)資源節(jié)約型和生態(tài)保護(hù)型社會(huì)的重要意義。要廣泛深入宣傳多年來國(guó)務(wù)院和有關(guān)部門發(fā)布的發(fā)展散裝水極作用。宣傳的范圍要向城鄉(xiāng)結(jié)合部和鄉(xiāng)鎮(zhèn)農(nóng)村延伸,提高鄉(xiāng)鎮(zhèn)和農(nóng)村對(duì)發(fā)展散裝水泥政策的認(rèn)識(shí)和使用散裝水泥的自覺性。
Importance of the Publicity Week: during the publicity week, all relevant sectors should give importance to China’s resources situations of social economy development and the significance of bulk cement development to resource-saving, environmental protection, and the construction of a society of energy-saving and ecological environment preservation; publicize related policies on bulk cement development released by the State Council and relevant sectors, and give special emphasis to the significance and essentiality of implementation of national policies; actively propagate positive role of related policies (especially policy of special funds ) to development of bulk cement. All sectors should extend their propagation magnitude to rural – urban joints as well as villages and towns, promoting people’s cognitions on bulk cement development and consciousness to use bulk cement.
四、宣傳周要求。各地散裝水泥辦公室要主動(dòng)向當(dāng)?shù)仡I(lǐng)導(dǎo)和主管部門及節(jié)能宣傳周主管部門匯報(bào)散裝水泥宣傳周工作,將散裝水泥宣傳出適應(yīng)本地特點(diǎn)的新口號(hào)。宣傳周結(jié)束后,各地將宣傳周活動(dòng)取得的成效和典型事例、各界的相關(guān)反映等情況及時(shí)報(bào)送全國(guó)散裝水泥辦公室(商務(wù)部商業(yè)改革發(fā)展司)。
Requirements of Publicity Week: all local bulk cement offices should take initiative in reporting work of publicity week to local leaders and administrative departments of energy-saving publicity week, and carry out bulk cement publicity week together with national energy-saving publicity week to achieve good effects. All local areas may absorb the past experiences and make use of any possible means such as medias to carry out the publicity activity in line with local conditions and characteristics. New slogans may be put forward in light with local conditions with reference to those of publicity week of 2004. Achieved effects, model cases and relevant reflections from all walks of life shall be reported to National Bulk Cement Offices (Ministry of Commerce Department of Commercial Reform and Development) after the publicity week.
